Assuming you depart from Taipei Main Station (Zhongzheng District, Taipei City) , you may walk or take a bus—if available—to Taipei HSR station. Including walking to the platform, buying a ticket, and waiting for the train, it takes at least 25 minutes. Then, take a 17-23-minute (21 min on average) HSR ride from Taipei Station to Taoyuan HSR Station.
